im trying to find out in 1970(challenger RT 440) how many of each color where made

Those numbers are percentages of the US ordered cars.

Yep. As an example, the chart shows 0% for Panther Pink Deputy Coupes. I know at least six were made, (so far) but if the total made was less than .1, it was not recorded due to the low volume.
