Engine will not turn over with key

Well, here we go again! My 71 R/T 340 will not turn over with the key. If I jump across the relay the starter turns. This is the second new relay and they both do the same thing. I tested power at the yellow wire at the relay, when I turn the key to start, I have power (12 Volts) at the yellow wire, but the starter doesnt turn. I know I can not have 3 bad relays. I am thinking it has something to do with the brown wire on the relay, but I am not sure, if I us a jumper wire from the battery to the yellow wire at the relay, nothing. Help!

When my 4-speed did that it turned out to be the clutch safety switch. Have you tried jumping/bypassing the switch used on the automatic transmission? :|

Did you have the new horn relay in the fuse junction? I would try it without the relay, if it still does it, you have short to ground somewhere.

I found it! I jumped a wire from the brown wire terminal of the relay to the negative terminal of the battery and the car starts normally. The problem is then at the neutral safety switch on transmission. I got to get it in the air to check the switch or connection. Thanks !
