I think "special handling" was exactly that. The fit and finish of the car was supervised and done to a higher degree of care and attention. So better panel fit, paint finish etc.

A lot of attention was placed looking for fluid leaks.

The car would then be fitted with used wheels and tyres and actually driven home by a supervisor for the night. He would make sure it drove well and nothing broke. The car would then be returned to the factory and new wheels and tyres fitted.

I don't know what that first tag is though.

The special handling tags came on police cars.

They were usually fitted with heavy duty equipment and sold at lower (fleet sale) pricing.

There were some muscle cars came with "Special Handling" on the build sheet at least Barry. Or so their owners say. Actually I think they were all Hemi cars?
I saw one in an old mag just the other day.
