That number from above the oil pan is part of the VIN. They never stamped the engine with the whole VIN which is why you can't tell what car it came out of or if it was a 6 pack or not.
The first digit you have there is 0 for 1970 model year. The second digit "F" = Newark, DE production plant. I don't know what models they made there but don't think they made any 1970 6-pack cars at that plant.
It makes no difference though because as I said there is no difference in the block anyway.
