        Added a subroutine that checks for the exisistance of
        of a language specific LTEXT file, and if not found
        the code will default to LTEXT.

        Added color lines in the logcfg file for Hotchat.

        Added an option in logcfg if the logoff.ppe is to
        replace the "G" and/or the "BYE" commands in PCBoard.
        
       If the PPE is replacing the "G" and "BYE" commands then it will
       also display a text file called "BYE" in the ppe directory and
       execute a logoff script if one is set up in PCBsetup.
