 Description
 ───────────
 Version 1.2 adds an external question file. See the comments in the
 file REFQUEST.DAT for instructions. The REFERAL.CNF file contains a
 new line. Add it if upgrading.
 Referral 1.2 is Freeware and not crippled in any way whatsoever.
 This PPE is designed to be used ONLY in conjunction with ViGilante's 
 PROVOTE and PROMATRIX PPE's. It is of no use to you unless you are running
 them. This PPE allows Users on your system to refer persons for access
 to your system. The reffered users are then viewed by a sysop and, either
 added to CARPET.RED, or the refferal is deleted and the user is left to
 normal NUV. Referral 1.2 is Freeware and not crippled in any way.
 
 Installation
 ────────────
 Unzip all files into any directory. Make a sub-dir under it named 'WORK'.
 Install in CMD.LST as a command. If you are running a matrix, you should 
 know how. Edit the config & string file to your liking. The file REFMSG
 is the message text that will be sent to configured SysOp. If you do not
 want a message sent notifying you of pending referrals, delete. The file
 REFDSP MUST be present. I wouldn't mess with it if I were you.

 I have tested it pretty extensively, but who knows?
 The PPE will check for the config file being present, but what is in
 it is up to you to get right.
