	 option, but I prefer PPE's that are configurable, and maybe you can
	 change it into the Co-SysOp's handle or something in times of need.
LINE 2 : The MESSAGE TITLE to user, modify it how you want...
LINE 3 : Makes the new user message READ ONLY....
	 If you put an 'N' here, it will be a public message...
