LINE 2 =>  Name/Discription for Bulletin 1
LINE 3 =>  Y = Downloadable File Attached  N = No File Download
LINE 4 =>  If Downloadable = Y This is the path AND Name of the file to download
           (NOTE: If Downloadable is set to N it does not matter what is on this
           line but it MUST be there even if left blank.)
LINE 5 =>  Name/Discription for Bulletin 2
LINE 6 =>  Y = Downloadable File Attached  N = No File Download
LINE 7 =>  If Downloadable = Y This is the path AND Name of the file to download
           (NOTE: If Downloadable is set to N it does not matter what is on this

AND SO ON AND SO ON UP TO 999 BULLETINS PER CONFERENCE.  You must make a file
like this for each conference and name it after each conference number ..i.e.
MAIN CONFERENCE (0) 's config file would be named 0.cnf
CONFERENCE (1) 's config file would be named 1.cnf
CONFERENCE (2) 's config file would be named 2.cnf
and so forth for each conference that you post bulletins.
