Line 1: Line used by 630.PPE to prompt for return receipt

Line 2: "N", "D" -- specifies whether to highlight just the number
        of the sysop or the sysop description/name

Line 3: Color of highlighted sysop number (if "N" in line 1 in chosen)

Line 4: Number of spaces between sysop number and sysop name/description

Line 5: Subject of the message to be entered

Line 6: number of sysops

Line 7: <row> <column>

        row = starting row of the current sysop NUMBER
        column = starting column of the current sysop NUMBER

Line 8: sysop name/description

Line 9: the sysop's username as found in the user records in pcboard.

Repeat Lines #7 through #9 for each sysop.
