LINE #1         Minimum time reserved for user time transfer,  Only time
                over this amount may be transfered.

LINE #2         Receive timer delay (18=1 sec)
                This amount of delay in TICs is inserted in the LOOP
                that is looking for a return drop file from the sender.
                Adjust up or down to change the speed in which the bar
                moves across the screen thus increasing the time it takes.

LINE #3         Transfer counter timer delay (18=1 sec)
                Same as the receive delay, additional TIC's in the LOOP
                while waiting for 'READY' users.
