Public release. Compiled with PPLC 3.20, Requires PCB 15.22+
 
Added entry to Callers log to indicate PPE ran for new user.

Added /VERBOSE Command line switch to optionally indicate in the callers log
which conferences user was locked out of.

Added Logging of names so that if new users aren't upgraded, their
conference flags don't keep getting changed. The names are kept
in a database file. This file is automatically updated to remove upgraded
users, and will purge deleted records during a new users log-in while
passing through upgraded users to minimize their delay.
The Database will be created the first time the PPE is run.
