A user has used the OCCPS program to register at a security level
lower than their current level.  Since this user still has time left at this
higher security level OCCPS has not modified their access level.  You will
have to do this manually at the end of their subscription period.  Please make
a note to upgrade this user when their current subscription ends.  The users'
credit card registration information has still been recorded in CHARGE.LOG.
