Here's basically what this means.

Any new files from file echos that belong to groups 0, 1 and 2 will be
announced in a local area message echo called NWTSysOp which is the
local SysOp only echo that we distribute among ourselves here at NWTNet.

It will use the Report Template to create the message and it will
address this message

     To:  All you file hungry freeloaders
   From:  Mark Elliott
Subject:  New files at Deacon Blue's

It will announce the files and at the end of the message it will append
an origin line that it randomly picks from the list I supplied it in the
System Data | Origins screen and it will use my FidoNet address.

Since this announcement is going out in a message echo there is no need
for any systems addresses to be entered.
