Whiskers for Shareware 3.1 has two subdirectories that need to exist.
When you unzip the W4S31.zip file, you must use the -d switch when
unzipping the file.  The -d switch tells PKunzip to use the directory 
names that are stored in the zipped file.  

If you are using one of the Windows based Zip & Unzip programs, be 
sure that the check boxes for using the directory names are turned on. 

If you are using PKZIP in DOS the command would look like this:

pkunzip w4s31.zip -d
