External tape drives and floppy drives can suspend the operation of
the floppy disk drive, allowing other add-on drives to be installed.
This IOCtl also causes the floppy interrupt to be UnSet, allowing
other interrupt handlers to be installed, thus taking over the floppy
interrupt.
