Here's another '71 convertible for sale on Ebay with no dash plate, fender tag or build sheet. Has Kentucky title. (For those who don't know, Kentucky is the easiest state to get a title in). Not sure if it has the cowl stamping or rad support stamping.
I wouldn't want this car on my property.

"Very rough" is a very gentle term for the condition of that car, VIN tag present or not.

It is reportedly a Pace Car and was a Goodyear Courtesy Car-
