Car registration problem

I am currently trying to register my Chelly. I was asked one MT of starnge questions, as they say it is neccesary to pass the technical inspection of vehicle, They do not have this data and do not care very much, so I need to learn it myself, I hope somebody can help me with this.My car is all original 318 from 74 and here are the questions :
1. Torque / rpm ?
2. Max weight
3. weight of the vehicle ( does anybody see the diference between point 2 and 3?)
4. wheel load of the fron axis, and wheel load of the rear axis
5. max weight of the trailer with brake or without brake
6. exact dimensions
7. distance between front and rear axis
Please help otherwise this "nice" guy will not let me through technical inspection. The best in metric units

Some of the things they are asking are for TRUCKS only! #5 in particular.
Make sure they do not assume it is a truck. This happened to me because the only Dodge sold in England were trucks. I was asked several times if I was sure it was not a truck because of the dodge name, weight of the car, and the engine size.
Answer to question #7 is 279.4cm
#6 is as follows;
Length = 504.4
Width = 196.5
Height = 129.3
Track = 152.9 F, 154.1 R
#5 does not apply.
#4 I don't think applies either?
#3 is car weight (about 1723kg) which depends on options etc.
#2 is the load this truck - sorry car - can safely carry.
#1 I don't have the figures for.

Ok thank you Dave, the "nice" guy insist that this applies. As to the weight of the trailer I know that you can calculate this as 50 % of the car mass for trailer with brake. SO this I already learned, the wheel load I will try maybe to meassure if nobody will have any idea about it. As to the totall mass have no idea where to find it and now this is the worst problem.
You would not belive what kind of regulations do we have here, tons of nonsens usually. Can you imagine that it is extremly hard to register american car with non asymetric lights (no shadow /light border)and diffrent blinkers. You have to ask about permission minister of road transportation for approval !!!

Just split the weight I gave you 55%/40% for the front/rear weight on eack 'axle'.

Here is apic of the door tag from my Cuda (318).
I wonder if these are the type of numbers they are asking for?
Here it has GAWR (Gross Axle Weight Rating) for front and rear and combined total.
Total is 4455pounds (=2020kg).

664.4Nm att 4000 rpm. But that is for the Hemi enginge. Not too much help I guess.

From the book Mighty Mopars I get that a ´73 Roadrunner with a 2bbl 318" has 170hp. I don´t know if that helps or not?

From the databook&priceguide I get that a 318" 2bbl has the following spec (The same spec 1973-1974):
Brake Horsepower (net): 150
RPM@Maximum Hp: 3600
Torque, ft-lb (net): 225
RPM@Maximum Torque: 2000
Shipping weight: 3225.0
I am sure that somebody can help you convert the figures to other units if you want that.

I have passed through first stage of this registartion, now i have encountered another problem, after technical inspection they say the car has symetric lights and for my country should have asymetric ligt with visible shadow/light border. Does anybody of you encountered such problem, and eventually what to do now.
As far as i know in Europe we have asymetric lights but is there a possibility of conversion ? Can i buy somewhere new lights ?
I will probably die first than i will pass all the registration things

You should be able to convert the lights easily. They were a common size at one time.
You may as well convert them to halogen while you are at it. But don't increase the power of the lamps unless you fit a headlight relay.

Maybe it is a stupid question but how to convert them easly ?? Could you write me more detailed expalantion, any other cars i can use \the lights ?? Sorry for my lack of knowledge but i am just a begginer.

It is just a straight swap. The plug on the back of the lamp will fit the same. Unless like the UK you need to add the small "sidelight" to the headlight. If that is the case you will need to do a little wiring. It is very easy and straight forward as you will see if you take one lamp out.
Start by measuring the diameter of the headlight and go from there. I got new halogen headlights for mine from a local Hella dealership.
If you increase the wattage of the lights you will need to fit relays. See the Mad Electrical tech article

I had to do following changes to fill local regulations and pass inspection:
- Remove red sidemarkers from rear.
- Cut wire to amber park lights in front park/turn signal combo.
- Replace headlamps with Hella branded ones that have parks on side. This required cutting away piece of headlamp buckets as otherwise park lamp socket wouldn't fit. I had to add extra wire from original park/turn signal combo to new park location.
These are probably same Hella lights that Dave uses. H4 and connects to same socket as old sealed beam lights. I don't have part number for them, but here in Finland they're available in pretty much every store that sells parts to US or european cars. There's two models: one with park on side and one without. They cost ~20 euros/pcs here.
Highbeams are original style sealed beam ones.

Here is one from my Chally. The part numbers will be of no use to you because these are for us Brits that drive on the left side of the road. But at least you can see what they look like and any Brits reading this will know what to get.

Since I'm not exactly sure what are correct english terms for various lights my explanation may have sounded bit odd.
With "parks on side" I (and allmighty Dave) mean that those Hella lights have normal H4 bulb on middle of reflective part and few cm to side of it small parking light bulb. They also have similar product available without parking light. H4 and parking light are both housed in same reflector+lense thingy. Come on Dave, save us and tell what are proper english terms to use?
I attached photo I found from web that might be helpful.
Since original parking lights were in same dual-filament light bulb as turn signals ("blinkers") it was easy to cut and wire it to new parking light location. Because some stupid previous owner has painted all electrical wirings on my car to flat black I have no idea what color wire you should cut and re-route to new parking light bulb. Think one should be black+blue and another black+green? You could check electrical wiring diagrams we have online here or use trial-and-error approach. Anyway there's only two possibilities so it's no big problem.

In the UK the little light that fits in the side of the main headlight is called a "side light" rather than a parking light.
It comes on in the first switch position that also switches on the rear lights. We run on these when it is dark or raining so other people can easily see you but when it is not dark enough so you would need your headlights on to see where you are going.
On a Chally the two front amber lights come on in this position. You can either disconnect those wires to run the side lights or parallel up with them so they both come on.

Keep looking. There will be something you can use. Any old BMWs or Ford Capris near you? I think they are the same size for instance.

They're a direct replacement, fit perfectly, and are much brighter than the factory units. I know, 'cos I've got them fitted on mine.

Problem is fixed today my car has completed registartion inspection procedures. I have used a light from Polish Fiat, it is funny as the lights are extremly cheap ca. 5 EUR/each. They fit perfect you just have to drill a hole for parking bulb. If somebody need help for these light they are still available in Poland. Thanks for all teh help, next week i should have the car registered.

Here's photos of Hella lights I bought and installed couple weeks ago. Price was ~25e/pcs.
Hella part number is 1A3 002 850-031.
