Heater Core - Puddy

1970 DODGE CHALLENGER 318 C.I. V8 - NO A/C

We have removed and will replace the heater core. There seems to be a black (very old and brittle now) puddy substance around the core. Do we need to re-apply upon replacement. I called NAPA and they were clueless. I have been directed NOT to use a Silicone.

Does anyone know what this is? I have found nothing on the internet about the puddy.

It might be strip caulking, maybe to keep it from vibrating. just my two cents.

Why not a silicone?
