My car had the tags missing when I got it but I know the previous owner and I have a partial broadcast sheet with the vin shown but no options.
The fender has holes for 2 tags. Its a 383 4speed RTSE 70. Does anyone think this is unusual. The car is heavily optioned with all trim, hood decals, console,tinted windows,disk, 3:55 gears,etc

My 1970 R/T SE has two fender tags. I can check with a friend of mine here in LA about his R/T SE and see if his has two also, but I think it could be common on the R/T SE's.

If a car had a lot of options two tags was not unusual.
