The Dodge Challenger Message Board

Trying to find the original owner(s) for my 71 Challenger R/T ,i know it was bought new in New York and exported to Norway in 78,BUT the question is: Can i just contact the New York DMV and get the information i need? If so, are they alloved to give the information to me? What is the best angle of approach? Mail? Letter? Telephone?
Some good adwises anyone?
