Mysterious "C"

This car was for sale at ebay not long time ago. The second code on the second fender tag-row puzzles me a bit. Code: C
I donĀ“t think I have seen that code before. :? Any helpful members out there? :)

I think I am right in remembering (we had a thread on here about it but I can't find it) that from 1971-on you got a U-code for USA spec, a C-code for Canadian spec, and an I-code for International (export) cars.
