A few '71 Challenger Questions...

I have a 1971 Challenger (not an R/T) just a regular "plain Jane" Challenger, with a few options, but I have a few questions, and let me say this first, I found no build sheets, I looked thoroughly. And just to fill you in it has an N code 383, and a 727 TF

1 I have an N41 on the fender tag, which I know is dual exhaust without tips, which indicates a regular valence. I was told this is a California "delete" that no cars were allowed in California with tips, because it was thought to combat noise pollution? Is this rare? Could it be safe to say this car might have been purchased brand new in the state of California? ( I bought it from the 3rd owner in Washington state, nearby to California)

2 Car has a Tuff Wheel on it, do you think it probably came with a 3 spoke wheel instead?(the odds of it, I have no build sheets, just saying probability, i've heard conflicting reports they were offered in e bodies, and they weren't. If they weren't then I know it came with a 3 spoke)

3 Someone repainted the car, and painted over the VIN/ Build date door tag. Im not up on production dates, although it says 827 on the tag which is Aug 27th. My question is that the car was an early model, built in Aug 1970, or a late one built in Aug 1971? build number is 119211 (JH23N1B119211)

Any answers will be greatly appreciated! Thanks!

If the car was sold new in California, it will have N95 on the fender tag.

JH23N1B cars would not have the tips but JS23N1B cars would as part of the R/T package.

The tips could also be deleted at time of order, so that in itself is not state specific.

Without a broadcast sheet or other paperwork there would be no way to know what steering wheel came on your car. I do not have the 1971 Data book, but for 1970 there were three steering wheels available. Woodgrain rim with three padded spokes was standard and the same wheel with the partial horn ring was optional. The three spoke rim blow wheel was also optional, this one is commonly referred to as the "tuff" wheel.

August was the first month of production for the model year, so you car was built in August of 1970.

Only the Six pack and Hemi cars had turn downs in Calif. This was part of the
noise reduction package N97. The smaller motor cars came with N42 tips.
( My 71 RT(340) has the N95 emissions code and the N42 tips) The tuff wheel was not offered as an option in 70 or 71 on e bodys. most non RT got a black rim wheel, while the RT's got woodgrain.
