A6X9 means A - A class trim grade; 6 - Vinyl bucket seats; X9 - black trim color

The second code in the third line up from the bottom is not a one, it is the letter I which means built to spec for international order. The code in this place on a 72, 73 or 74 fender tag will be either an I, U for US specs or a C for Canadian specs.

I just checked and the U, I and C codes also apply to 1971

The 'E' at the start of the order code is for Europe I think. This looks like a French car to me. Built in the US but sold through French dealers. It should have a second tag with the following on it.

Dodge type J23G
No. Chassis JH23 C36 386830
Poids Maximum Autorise 3030 Kg
Poids Max. Aut. Avec Rem 3160 Kg
PVA No. (number here)
