Nick, did the tag look like this, line by line? The two question marks have to be letters, so please check them again to verify my suspicions. As for the rest of them, here goes:
E55 - 340 ci 4-bbl 240HP V8
D21 - 4-sp manual floor-shift A833 trans.
JH - Dodge Challenger
23 - two-door coupe
H - 340 ci 4-bbl 240HP V8
3 - 1973 model year
B - assembled at dodge Main, Hamtramck, MI
111700 - series number
FE5 - Bright Red body color
A6XW - A - A class trim grade, 6 - vinyl bucket seats XW - White and black interior
000 - full door panels
823 - scheduled production date, Aug 23,1972
063419 - dealer order number
V1W - full vinyl top, white
11 - should be a single I, C or U for International, Canadian or US specs
B41 - Front disc, drum rear brakes
?56 - should be C56 for bucket seats
?35 - I'm betting this is G35 for a LH outside chrome remote racing mirror
H51 - AC with front heater
J32 - single horn
J54 - sport hood
L31 - fender-mounted turn signal lights
M21 - drip rail mouldings
M25 - Body sill mouldings
R35 - AM/FM Multiplex stereo 10-watt radio
V7W - Longitudinal painted accent stripe, white
28 - should read 26 for 26" dia radiator
EN2 - end of codes, assembly line 2
Hope this helps!

I agree with your guesses Jack. Accept the 28 inch radiator will be 26 inches.
Although this car has the sport hood it is not a ralley as the 73-74 Rallye package code (A57 was it Jack?) is missing.

Thanks guys for helping me out. Being that it has the sport hood but not a rallye package, is that rare? Just wondering. well im trying to get a title for it because the guy picked it up while doing a forcolsure on a house. Anyone know of any good places to get a title? Thanks again
Nick

It is not rare. That production date might be B23 = November 23rd.
