In the engine bay. Look at the steering column near the bulkhead. There is a lever on the side of the column. That has to be in the correct position so try moving it.

The release lever on the column hangs up on its mountings sometimes and I have to flick it back with my thumb to get the key out.

Is this a 4-speed thing?

I don't remember seeing any kind of linkage between the column and the floor-shifted manual trans (although I have a release mechanism on the column on my 73 cuda).

There was a linkage between column and floor-shifted auto trans originally, which looks like this.

Obviously, I would think this releases the key only when the shifter is in 'Park'.

1970 was the first and only model year for the reverse lockout linkage. If your linkage is intact & properly adjusted, you will have to put the transmission in reverse to remove the key.

This is the same for all 1970 manual transmission cars, 3-speed & 4-speed.
