Should the jute pad be seen from inside the trunk or does it glue to the divider on the seat side?

tearing down a 70 r/t, it was repainted but i dont think they pulled the interior.

In this case, Jute was behind the divider, and you could see it from the trunk. Rust/wear marks on the jute would confirm.
