Anyone know how to take out the little black vent louvers from a/c vents?

It has been a year, but as I recall, the vanes are mounted in a frame that pivots up and down. This comes out as an assembly by prying out the round-headed steel pivot pin from the end of the housing and is best restored separately before reinstalling it. Good luck - tearing into an AC dash is pretty ambitious!

Yep plastic, oh boy. It sure looks like it's going to crack, must have some trick to it.

I started the little steel pins very gradually with a sharp wood chisel under the edge of the head. Once I had them started, I went from side to side with a sharp knife to work them straight out of their holes to keep the plastic from breaking. PS - don't lose the little pins when they come out. In thirty-one years of building things and wandering about in hardware stores, I've never seen fasteners like them.
