Is the gear indicator lettering on a 1970 challenger r/t slapstick
console supposed to be illuminated when the headlights are on?

Yes they come on with the side lights and headlights. A common thing to happen is the bulb holder comes loose which prevents it earthing properly or shinning through the right hole.

How about 74?

My 73 does Jr so I would say a 74 should also

Yep. It is standard practice on automatic cars of all makes to illuminate the gear positions on an automatic.
