HELP! I'm baffled on this one.

I apologize for asking so many questions, but please realize I bought this puzzle in pieces, and have never put one together. Even the shop manual doesn't cover everything. Here is my dilemma.
I got the steering column hooked up to the steering box, secured the firewall plate and then bolted it to the column bracket. Every thing looks cool. Then I got ready to put in the dash frame and realized I needed to back out the steering column bracket from the studs so the frame can slip inbetween the steering column brackets. No problem. I'll just back out the
studs and it will slip in, then I realized I had new studs and some spacers that I have no idea where they belong.
PLEASE try to fill me in on where these green spacers and the spring bracket fit. I didn't have these in my puzzle box when I bought the car. It looks like the green plastic pieces have slots where they slide onto the brackets somewhere. I just don't know where. I am including pics on where I am on this and the pieces I am talking about.
I need to have this figured out by tomorrow.
