Just to be clear. You do realise that the outer lamps have two light filaments? When you switch to high beam a second filament lights up. So it is not the same filament that is not working when the lights are dipped or 'normal' as you call it.

If the dipped filament is not working in one lamp this will cause the condition you are describing. So either the lamp is faulty or the wire or connector is faulty. The power to the lamps runs down the drivers side to the lamp on that side and then across to the passenger side. So if the far side is OK then it is not the switch or bulkhead connector or anything like that because electricity is getting all the way along.

Electrical problems like this are EASY to fault find with a cheap digital meter. If you have volts at the lamp connector it is most likely the lamp at fault. A continuity test across the lamp will show if the filament has gone or not.
