727 Transmission shift RPM

I have a 383 with a 727 trans which shifts OK on the 1-2 shift but hangs even under light throttle pressure till 40-45 mph on the 2-3 shift.
The shift is quite positive to the point of being harsh.
I have set up the kickdown rods. I'm thinking next I'm off looking at the throttle pressure adjustment.
I have only just got the car so i'm not sure if the valve body is standard, but would assume if a shift kit was installed the 1-2 shift would be higher in RPM as well. It appears that the trans had been overhauled recently as the gaskets are pretty new. Type F trans fluid in there perhaps? Any clues anybody?
